Facilities condition assessments following ASTM E2018 methodology, adapted for federal facility requirements. We evaluate each MEP system against its original design intent, current operational demands, and applicable code requirements. The deliverable is a prioritized inventory of every system's current condition, remaining useful life, estimated replacement cost, and recommended corrective action — the baseline data that drives capital planning decisions and deferred maintenance prioritization.

Retro-Commissioning
Systematic evaluation of existing building systems to restore or improve performance. We identify operational deficiencies in HVAC equipment, control sequences, scheduling, and calibration — the low-cost and no-cost corrections that recover performance without capital investment. For buildings that were never formally commissioned, retro-commissioning establishes the performance baseline that should have existed from day one. For VA medical centers — which require commissioning on a four-year cycle — we provide the recurring assessment and verification program.

Capital Planning
Engineering analysis supporting capital improvement prioritization, equipment replacement scheduling, and energy conservation measure identification. We translate FCA findings and retro-commissioning data into actionable capital plans — connecting system-level engineering assessments to portfolio-level investment decisions. Deliverables include capital renewal prioritization matrices, deferred maintenance reduction roadmaps, and project-ready scopes of work for funded improvements.
